It doesn’t have to be an apology tour, but if they don’t address what he’s done then I don’t understand how it’s in character for Emma to be in any kind of relationship with him. He took Aurora’s heart. He shot Belle in the back. He held Archie hostage while Henry was grieving for his ‘death.’ Not only is it OOC for Emma to not care about those things, but she’s supposed to be the sheriff and just why did he never get punished for his crimes?
I don’t know that there’s a lot I can do other than that I already do. I will talk about it. Possibly fic about it.

Hook has done some terrible things, but he’s hardly the worst person on the show. He took Aurora’s heart, but then he saved it and gave it back. He shot Belle, but only to push her over the line so she wouldn’t remember Rumpel, and she lost those memories and he left her alone. He held Archie hostage to get information on how to kill Rumpel, which he realized he didn’t have. Hook was in a dark place, consumed by his rage. He would have tortured Archie. But then I think he probably would have dumped him somewhere with the threat that if he told anyone he was there he’d come back and kill him. (Or if he did kill him it would be to keep his presence a secret from Rumpel.)
But Hook has payed for his crimes in his way. He’s alone. He’s been alone for centuries. He’s lost his brother, he’s lost Milah, he lost Bae. He even lost himself. And his repentance has been to change. He has stopped trying to kill Rumpel so he can be the man he once aspired to be. (Emma reminded him of that man.)
And the entire reason Hook did all these terrible things in the first place was to get to Rumpel and kill him. And then get himself killed. Hook didn’t want to live past his revenge. He didn’t see a point. He himself believes he’s the worst human around, and we see that a lot actually. We see that in Tallahassee, we see that when he’s in the hospital, we see that in his conversation with Regina in the mines. He honestly doesn’t see a reason anyone would ever love him. But when he sees someone who he wants to love, someone who’s respect, if nothing else, he wants to have, then he changes. He fights to be a better man.
And I think that parallels Rumpel in a lot of ways. Because Rumpel’s punishment has been his misery, his isolation. He got to come out of that isolation because he found Belle. Because of her, he wanted to change, to be better, to deserve her even in the smallest way.
And I think Emma of all people can see that in Hook. That’s why she would love him. Because they are so alike. She could easily have given into the anger in her life. And for years she was lost like he was. A shell of who she really was, just like Hook.
So Hook at the time of his revenge was dark and villainous, but he was lost. He was a bit like Rumpel. He just wanted to do whatever it took to achieve the goal he’d set out to do and then he’d happily die.
Hook feels guilty for everything he’s done. When Emma jokingly calls him a pirate he actually hangs his head in shame. He knows what he was. He wants to change that.
I actually think he and Rumpel are more alike then people think. It’s one of the reasons I ship Rumbelle actually, because it feels so much like Captain Swan to me. Except Emma is more independent than Belle in a lot of ways… (Not saying Belle is bad or anything she’s just… different. Meeker, I suppose?)
Hook has been miserable in his own existence for the last 300+ years, just like Rumpel. So I don’t really see how people that are happy to forgive Rumpel are so critical of Hook. They were just both lost for a very long time.
